To be clear, this outlaws abortion (mostly) *in* SD, rather than for all resident's of SD anywhere, yes? If so, then it would be an aboveground railroad. :)

Until and unless the federal government decides to make it a crime to transport women across state lines to get abortions...

There is some talk about that, actually. In fact, I think some places have at least passed laws to make it illegal to transport a minor across state lines for purposes of procuring an abortion for her. Dunno if anyone has passed laws relating to women too old to need parental consent, but I wouldn't be surprised.
