It literally means "This is not an icon."

It refers to a painting by Rene Magritte, in which he painted a pipe, and then the words "Ceci n'est pas une pipe" above it.

He was pointing out that, no, it wasn't a pipe, it was a picture of one. But the words pointing this out were part of the picture, so in the "world" they existed in, the world of the painting, it WAS a pipe. Paradox.
