I'm guessing that the idea is that people who are frantic about dealing with food, shelter, and safety are not going to be paying attention or interfering with political shenanigans and who's pulling the strings. With a heaping helping of enjoyment along the lines of poking sick animals with sticks / pulling wings off flies.
